Explanation:
– Article 98 of the Constitution deals with the Secretariat of Parliament.
– It provides that the recruitment and conditions of service of the secretarial staff of each House shall be regulated by Parliament by law.
– Until such a law is made, the President, after consultation with the Speaker (for Lok Sabha) or the Chairman (for Rajya Sabha), makes rules regulating recruitment and service conditions.
– Hence, for the House of the People (Lok Sabha), the power is vested in the President after consultation with the Speaker.
